 The NETCONF get and get-config operations always return
 all nodes from an agent that have a value.  However,
 it is often desirable to suppress generation of these
 values for data nodes which contain the agent-supplied
 default value.  This saves bandwidth and NV-storage
 requirements.

 A mechanism is needed to indicate to the agent that
 nodes containing agent-supplied default values should
 be included or suppressed in get or get-config output.
