Randy or Bert, please correct me if I'm wrong, but I don't believe there's
been any intention of forming a working group expressed to date.  I
believe that all that's currently under discussion is the operator
requirements draft.  Once the requirements are agreed upon, it may then
become apparent that either a new working group is necessary, or that the
work fits within the scope of one of the current working groups, or that
it is appropriate to divide different requirements among different
existing or new working groups.

The scope of the operator requirements draft is to assess and present the
requirements which network operators have of their infrastructure
management tools.
