At least until such time as IETF RFCs are:

1) put in other character representations than ASCII

2) translated into the "native" languages of those character representations

yes.

Rough consensus for IP currently comes in English written in ASCII. As you
point out, I suspect writing code for most folks also is most practical in
that vein.

Binary vs ASCII representation of configs is enough of a balkanization at this
point.
