Why don't we try to use the same terminology and scope as in the draft, or
if that's insufficient, improve what's in the draft. I used the word
"device" to include a scope broader than routers.

I would disagree mildly with this prioritization. I think that for most
operators, transport is the first consideration. If you can't talk to the
box, the syntax in which you can't talk to it is of little concern.
However I agree that if you can talk to the box, but it can't understand
your syntax, the contents of its counters are of little concern.
