changes for -03

I plan to rev the BCP to -03 in the next week or two.  If you have any
feedback/suggested changes, please get it in soon.  I'll post updated
wording here as it's written.

Some of the pending changes are:

  - Add Carrier-Detect too suggested RS2323 profile to prevent
    old modem drops, someone else picks up authenticated connection
    problem.

  - Require some form of local, non-IP based authenticaiton for
    use on the console when IP is not available

  - Idle timeout for autenticated sessions ?
