PSAMP WG charter:
http://www.ietf.org/html.charters/psamp-charter.html

You can participate in 3 ways:
 1) read email and write email to this mailing list
 2) attend IETF meetings
 3) write internet drafts as an individual contributor or a WG editor

Item (3) usually takes some experience first, but not always.
