Good so I have a solution for you to consider:

Lets see the difference is:

Type Length Vendor-Id Subtype1 Subtype2 Subtype3
Vs.
Type Length Subtype1 Subtype2 Subtytpe3


If you want then we can do subtypes this way:

Type Length 0 string

Where Vendor Id of zero (0) means subtypes and string is TLV.

Now this is exactly like a VSA and would use exactly the same code.
