  I've always seen this as a problem in the RFC's.  Attributes like
CHAP-Challenge, or EAP-Message should not be "string" attributes, in
the same way that User-Password is a "string" attribute.  In the
RADIUS server I'm working on, we're using type "octets", which means
"undistinguished data", versus "printable string".

  But that's a side topic.  We're not supposed to be defining new data
types, so I won't discuss it any more.
