Thanks, John.  One of the pre-requisities for formation of an IETF WG is
the demonstration that a community of interest exists relating to the work
items included in the charter.  That means that we not only need
individual submissions fitting within the charter, but active discussion
on those items to demonstrate that there is interest in advancing them.
