Vendors keep adding minor extensions and fixes to their products all the time.
We have processes for sytem updates. Replacing a AAA platform is a different
category.

If VSA is identical to Extension X, you are right. But what if VSA y does not
care about DIAMETER interopability and Extension X does? When I submitted
draft-sterman-aaa-sip, one of the first question was about DIAMETER
interopability. There was a problem that could be settled after some
discussion. In this particular case, we found that a change in the
DIAMETER SIP application draft was the best solution. With a VSA, this
valuable discussion wouldn't have happened.
