Yes.

(I would also note that there are both business domain
and technical domain issues involved here. Some of
the latter include ability to provide a "handle" to
the user even when privacy is applied to the username
while authenticating e.g. via EAP, accommodating tunneled
authentication methods, ability to route accounting
packets using *some* route, and so on.)
