Rationale/Explanation of issue:

It is not clear to me why RFC 2868, 3162, 3576, 3579, 3580, 3748 are listed as Normative References. For example, an implementer would not be required to consult these documents in order to implement the specification.

On the other hand, it seems like RFC 2674 and 3629 are referenced in a normative way; for example, if UTF-8 is supported, then an implementer would need to consult RFC 3629, no? The reference to IEEE 802 also seems to be normative.

Some of the references do not appear to be referenced in the specification. For example, there is no reference to RFC 1321, RFC 2866, RFC 2867, RFC 3748.
