This sort of thing is problematic for the IETF - narrowly scoped charters can be a tool for delivering on time but it can also be a blunt instrument for beating people over the head with.
As Dan has noted, the RADEXT WG has been given leeway to include RADSEC in the charter if there is consensus for doing that.
