Speaking as a co-author, I think we should take one final pass through the
COMMENTS from the IESG in the ID-Tracker tool, as well as the recent
discussion on the list, and issue a -08 that address all of those comments.

As you say, the DISCUSSes have been cleared, and I think we had addressed
the non-blocking COMMENTS, but we should double check.
