Skipping over most of the editorial issues for now, I'll highlight the items
for which I need assistance from the list members.

I'll have to figure out how to manually craft reference anchors in xml2rfc,
but I think this can be done.

I'd have to find a suitable one.  :-)  Can someone help me out here?  All I
can find is UNIX/LINUX man pages references.  Can someone point me to a
suitable, stable reference that can be included in an I-D / RFC?

AFAIK, it does not.  You may be thinking of SFTP, (SSH File Transfer
Protocol, which does.)  Can anyone clarify this?
