That being the case, maybe it would be more descriptive to make the names of
the fields to "TLV-type" & "TLV-Length"?

Of course, since it's only the format that needs to be inherited from VSAs,
the overall Type can be changed...

Just out of curiosity, does anyone know why that is so?

Extended Attributes could be legalized for those messages in the exactly the
same way as for new "standard" attributes: through an updating RFC.

Don't the rules defined in RFC 2865 apply to all attributes?

I have no idea how recursive grouping could be done with this scheme, but if
it could I don't know why you would want to outlaw it; one of the benefits
of the (apparently confusing) sanctioning of Ext-Types 0-256 is that it
makes it impossible to encapsulate legacy attributes in Extended Attributes
(although the legacy attribute space _could_ be duplicated in the first 257
slots, possibly a decent idea...
