[RRG] updated RRG Vancouver meeting minutes

Big thanks to Scott Brim and Tom Vest for typing in the initial  
meeting minutes. I did an update pass by incorporating materials from  
jabber minutes (thanks to Iljitsch, Benno, Eliot, and Dave Thaler!)
