SEAL has been ratcheted up to -08 to pick up some minor
additions that were left out of the -06. To the best of
my understanding of tunnel MTU issues, this version is
now correct.

The major change since -05 is now that all packets are sent
with DF=0; as I told Robin in a private mail, DF=1 is *madness*.

Additionally, SEAL has does not require end systems to use
RFC4821; it would certainly be in the best interest of the
end systems to use RFC4821, but the SEAL ITR will return PTBs
the same as any router regardless of what the end system does.
