[RRG] Updates to Ivip analysis and homepage

I have somewhat updated the Conceptual Summary and Analysis document
to include the new PMTUD approach and the new OITRD terminology.  A
changelog is on the homepage, and the original 19 March version is
available there too.

The Ivip homepage is better organised, and the comparison page has
an index to the 25 questions.
