Thanks for noting this. The text should say "Update Request message"
instead. I have now taken this into account in the source XML.

As for the usage of the Update Request message, it is indeed
reporting local information. But once that local information
reaches the receiver, it becomes the receiver's task to take
it into account. For instance, if the sender indicated that
it is no longer able to use address X, the receiver should
refrain from using X from now on.
