Hi,

I guess your problem might be, that your phone lines have a lot of noise,
since when it fails you get connected at 300 bps, which is very slow.

Did you use the same modem and the same phone line to dial in? 
If no, you should check the modem and the line which failed. If yes, it
might be the telco lines.
