The change has been implemented by ntp dev team and should be ratified
in the protocol. From a conversation with Dave Mills :
"John Hay implemented the latest, which amounts to the first 32 bits of
an MD5 hash of the IPv6 address."
And you can see in NTP cvs ChangeLog that it as been implemented on
2002-07-29 :
