It's part of the "make IP routing work" solution to put part of the burden
onto someone else.

I think we all agree that "giving everybody and his dog" portable address
space so he can do multihoming to his heart's content is not going to work.

So some other approaches are needed, and "multiple IPv6 prefixes on the
same infrastructure" combined with something like SCTP has potential to
be part of the solution, at least for a certain class of "globally-visible
address-space multihoming candidates".
