I'm not decided myself how well that would fit in such a would-be 
revived document, but, anyway... it might be worth to mention how/why 
being on-link makes it easier to find out host addresses, e.g. if not 
by listening to ICMPv6 ND or MLD traffic, by pinging the allnodes 
multicast addresses.
