Yes.  (Not taking stateful DHCPv6 into account, but if this is desired,
there are no alternatives anyway, except "manual configuration").

Don't underestimate the significance of full manual configuration or
DHCP with RA turned off.  Both of these modes will see significant
use.

You could also consider learning gateways from vrrp announcements.
