Yes, it is a strange requirement. I did not read R41 closely enough and now think that it really should not use normative language. Who are these requirements for? Do we expect gateway developers to develop firewall control according to IETF IPR guidelines? Or other SDOs who might want to use or reference these guidelines? It seems to me that this is more of a requirement for the IESG than for the user of the future RFC.
