Imagine a SP who gave out a /48 and decides later that they want to
reclaim that space...
How will the SP know what the CE really needs unless the CE hints at
only what it needs?
Of course, most SP's will probably ignore what the CE hints at and will
give what their internal company policy states. But imagine an extra
nice SP that wants to be kind to the CE by doing what it wants and a CE
that wants to be as kind back to the SP by only asking for what it
needs.
