Is this system going to be updated to include local number portability,
also I don't think large carriers will be that much of an issue as they
should be able to get direct allocations from the ACA or other Tier 0

On the other hand the ACA may end up deciding to do a registry/registrar
system so end users can also edit numbers, but with such wonderful
thinking ahead IT ministers who knows how it'll end up... Not to mention
the current minister in charge of the ACA is the former Attorney General
that had all sorts of privacy invading legislation he was trying to put
through.
