VOIP Peering Questions

Hello

I work with the Northwest Access Exchange, www.nwax.net in Portland, Oregon.
Some of us are interested in expanding the exchange into VOIP peering so I'm
wondering:

- Does anyone have any technical suggestions on implementing VOIP peering
across a layer 2 Internet exchange?

- Does anyone have any insight into getting VOIP peering going between
Internet exchange members: why they would want to peer with customer and ISP
members, settlements, if any and any other business and political issues?
