ENUM can be as decentralized as the zone authority wills it to be. It all
depends who has 'stewardship' over an NPA or NXX and how far down that DNS
registry/operator allows delegations. But that's where things potentially
become political. As these issues will probably be hashed out in the
various enum trials going on or about to begin for each country code I
think the VOIP operators should take a proactive role in that activity.
North America (CC = 1) for example is about to start enum trials:
