The ENUM Summit is taking place June 28-29 in Miami.  Conference
sessions and workshops will focus on technical, regulatory, and other
aspects of VoIP peering, as well as worldwide ENUM trial results.
Public, private and carrier ENUM challenges as well.  More information

SIPIT would be a good bet, as this is designed as a forum for testing 
interoperability between vendors software and equipment.  It's more 
geared towards people who are building SIP stacks and hardware, but 
it's certainly not marketing-oriented from what I've heard.

I don't know how applicable it would be to VoIP peering, unless 
you're simply trying to understand the potential technology for 
peering methods.  It probably would not be a good place to go to talk 
to peering partners with "networks", since they tend to be consumers 
of equipment and software and not developers of it.
