time-stamp-hh:mm:ss is Emacs built-in function, defined in
lisp/time-stamp.el. It works for me on "GNU Emacs 23.1.1
(x86_64-redhat-linux-gnu, GTK+ Version 2.18.3) of 2009-12-02 on
x86-3.fedora.phx.redhat.com". Can you show your M-x emacs-version,
please?
