Remove your hook functions from after-change-functions.
"wl-highlight-message-cited-text-*" faces' number does not mean depth
but order of appearance. In default settings, below cited text are
highlighted with described faces.

> wl-highlight-message-cited-text-1
So you need to highlight whole message body for appropriate
highlighting. In your current settings, even though you re-highlight
via wl-draft-highlight-and-recenter (C-l), hook functions are called
and overwrite highlighting. As a result, you can't get appropiate
highlighting anyhow.
