Petnames in folder name completion?

My ~/.folders contains, among other things:

  %[Gmail]/Spam	"Spam"

When I refile a message to that folder, I notice that WL's TAB
completion will only complete names beginning with a folder type
specifier (like %).  If I simply ignore what completion says and type
`Spam' it works, and "%[Gmail]/Spam" is shown in Summary as the refile
target.  Is it intentional that completion doesn't work on petnames?
