This sounds strange. You might try to not just delete the cache (i.e. ~/.elmo/cache) but also the folder information in ~/elmo/imap/ . Additionally turn on IMAP4 debugging (setq elmo-imap4-debug t) and check the buffer *IMAP4 DEBUG*" -- this buffer contains the dialog between WL and the server, i.e. check what the server sends to WL.
