Misleading structure of the Package

My docs in the Package don't make sense the way they got "packaged";
they'd make more sense if you looked at them in the tracker.

  draft-walleij-ogg-mediatype-08.txt is coming back with
  just SMB's Discuss because it did not have documentation of
  the medium.

Under individual submissions I brought 

  draft-pfeiffer-ogg-fileformat-01.txt.  It should have the
  note that is next to draft-walleij.  draft-pfeiffer did not
  come in from the RFC-Editor btw.  The Package is packaged
  strangely this time.

draft-pfeiffer is for IESG review for informational.  It has
been given some community review by the AVT WG as well.
