speaking with my ipr wg co-chair hat on, i would like to repeat the
earlier request that this discussion take place on the ipr wg list.

whether because the wording is bad or because we haven't slipped ran
enough of the right flavor of kool-aid, we have an existance proof
that at least one person (whom i can confirm is not a total idiot) can
read the current boilerplate options differently than (some of us
think) they were intended.  so either we need clarification of the
existing text or we need an actual change to the text, and sorting
that out would appear to be what the ipr wg is chartered to do.

  -not- in search of additional work for the ipr wg, but who also
  fails to see how this could possibly not be the ipr wg's problem)
