In preparing the writeup to (re)ballot, I quoted some words from the
IAB response:

> a) We recommend to the IESG that the current version of the I-D draft
> 	be published as a Proposed Standard.

The wording is quite precise and says "the current version of the
I-D".

Given the above, I don't think publishing this document as a PS is in
conflict with the IAB response. Rob also seemed to said as much on
Monday.
