Another returning document for Thursday

This is primarily for Harald to re-review.  It is an informational,
supporting the MIME type application/ogg that we passed as a
Proposed Standard a few meetings back.

draft-pfeiffer-ogg-fileformat-01 is a revision based on Harald's
comments, to give more of a cue as to how one finds the codec
information in the ogg bitstream.  The original comment by Harald
is in the datatracker.
