RFC 2026, section 10.4 (A) says "Standards track documents shall include
the following notice"; (B) says "... each standards document shall
include the following invitation." This should be mentioned in 2223bis
in section 4 and in Appendix C (btw, the fourth subsection of App C is
labelled "B" instead of "D").
Finally, last para of sectin 4.5, "Mnemonics appearing in the Abstract"
and 'meaning of the mnemonics "IP" or "TCP" or "MIB"' -- you mean
acronym, not mnemonic.
