wrt old and new IESG members and breakfasts

Just to make sure everyone's clear....

- new members are URGED to participate in the IESG breakfast meetings and 
the Sunday IESG retreat.
- old members are WELCOME to participate. As long as you're in the process 
of handing over your responsibilities to the new AD, you're URGED to come 
too.
