actually that is fine (they send their liaison statements to us via email)
and that is what it says in RFC 3356 sec 3.2.4 - basically ADs need to
be CCed for folks to know that the message is for real  (this is the 
result of someone misrepresnting himself and his messages as
official communications when no one here knew he was sending them)

the email just has to look like a liaison statement (no that does not
mean that it has to be in Word :-) ) -
