Hi,
	This version (-04) clears Scott's discuss (as he notes in the 
forwarded text
below).   The tracker currently lists the -03 in state "Approved, 
announcement to be sent",
which I believe is waiting for this version.  If I understand the 
current state of play,
this should be good to go.  If anyone knows of a reason it should not, 
please speak up!
I will be sending a separate message on the xmlns-registry document 
mentioned below.
	NB:  I am listed as a co-author on this document, but Michael has held 
the pen
so long I barely rememeber it.
