Scott, I have checked this new version, and I think it should
resolve
your 3 issues:
MUST used w/o deffinition
would be good to have a pointer in the security considerations
to where someone can read about URN security
I do not know the answer & am asking
the ID says
Rules for Lexical Equivalence:
Lexical equivalence is achieved by exact string match.
what does this mean in a stringprep world?
Please have a look.

Hey,
Due to work stuff I wasn't able to get this document in before
the
deadline. I know you guys don't like to do this but can you check
to
see
if http://www.rocketforge.org/draft-mealling-iana-urn-04.txt
satisfies
the comments you have on file? If so then I'll publish it ASAP.
Once
that is done then both draft-mealling-iana-urn-04.txt and
draft-mealling-iana-xmlns-registry-04.txt should be done. Could you
verify that this is your view as well? It appears to jive with
what's
in
the IESG database.
