not a charter issue - but while I'm thinking about it, if the NFS
protocol hasn't been fixed to deal with ICMP "too big" messages, it
needs to be.  you'll certainly run into problems with them with IPv6,
because v6 routers won't fragment packets and because tunneling is quite
common in v6.  the result isn't pretty.

this seems like a strange issue for a charter.  sure, a version change
might be useful or even necessary (as opposed to just adding new RPCs
and a way to discover them), but "may lead to proposals for additional
work items" seems rather vague - is it presumed that those work items
have to do with version support, or feature negotiation, or what?
