Mmm... I personally feel we better ask ITU and T1X1 explicitly if they
see issues. There is quite some talk about layer1 stuff... and that
is ITU and/or T1X1 space. 

Alex, the peopel I normally ask is Steve Trowbridge (vice chair ITU-T SG15)
and Deborah Brungard. 

In any event, I leave it to Alex if he wants to contact them or not.
