Suggested text below. First time I do that, so feel free

The IESG has considered draft-srisuresh-ospf-te and believes that
publishing it as an RFC at this moment would interfere with ongoing
activities within the IETF WGs (OSPF, and CCAMP WGs in particular.)
The IESG recommends that the RFC Editor does not publish
draft-srisuresh-ospf-te at this moment.
