Do you think there *is* a use for monitoring/analysis/etc?  And if so,
does the draft address *that* need, or could it be made to do so?

Although I concur that using it for tunneling is right up there with avian
carriers, I personally could use something a bit more standard than just
attaching tcpdump or ethereal captures to an e-mail for sending around
previously captured packets.
