Bob, Many IS-IS documents come out as informational because they are technically submissions from the IETF to ISO/IEC JTC1, since they modify the ISO IS-IS spec. We've written down exactly which documents the IETF can publish on the standards track, but this document was in progress before that agreement was reached and we didn't want to derail its progress by re-casting it as Proposed. (It's also not clear that it could go Proposed anyway, since it depends heavily on the traffic engineering spec, which is not completely on the IETF side of the fence.) Bill
