Thanks for the clarifications. I can't say I understand what bad thing would happen if the IETF standardized this (and other ISIS documents).

It seems to me that it's a anachronism to maintain the view that ISO/IEC JTC1 really controls the ISIS standard now. It doesn't make it easier for someone wanting to implement this protocol.

technically submissions from the IETF to ISO/IEC JTC1, since they
modify the ISO IS-IS spec.  We've written down exactly which documents
the IETF can publish on the standards track, but this document was
in progress before that agreement was reached and we didn't want to
derail its progress by re-casting it as Proposed.  (It's also not
clear that it could go Proposed anyway, since it depends heavily on
the traffic engineering spec, which is not completely on the IETF
side of the fence.)
