At the time the chair of the working group requests closing, if there are still documents in the RFC Editor queue, the AD will typically discuss the state of the working group with the rest of the IESG and may ask the chair to postpone the working group closing till the documents are published. The reason for this judgement call would be if the working group discussion of those pending documents had been active at the end. If so, if there were issues raised before publication, it might be necessary to have another consensus call and this would not be possible if the WG was closed. The AD can make the judgement that the document discussion was of low intensity and close the group early, but this will be determined on a case by case basis. Allison
