Universal liveness protocol is a different beast, related to fast
failure detection in routing, not device discovery. If it ever comes
to the IETF (which isn't the case so far, but I'm trying to see if
it's possible), RTG would be the logical area to host it in.
actually, i was just told that the daves (ward and katz) have
conspired with a third dave to discuss it in the grow wg. i
am not sure i want to fight this one with the daves at this point
in the anti-ietf sentiment.
